California is in the middle of a process to regulate its billion-dollar medical cannabis industry, with the freshly drafted legislation taking effect Jan. 1, 2018. Under the new Assembly Bill No. 2679 signed by Gov. Jerry Brown, California’s elite-niche, organic medical cannabis extract-makers are now afforded the same protections as patients and collectives receive under Senate Bill 420 and Proposition 215. This means that "state of the art" cannabis medicines may be legally manufactured and sold to California residents moving forward.

MARIJUANA LAWS IN CALIFORNIA
California State legislators state that its Marijuana Laws are pursuant to the powers reserved to the State of California and its people under the Tenth Amendment to the United States Constitution. The new law, which begins in Jan 2018, bridges the existing unregulated market in medical marijuana extracts and the fledgling regulated market.
As of September 29, 2016, the application of California Proposition 215 (under SB 420) was clarified to stipulate that:chemical extracts of cannabis (examples below) can be produced and marketed in California to any citizen with a licensed medical doctor's recommendation for marijuana.
Elite and organic means that cannabis products are lab tested, adhere to good manufacturing procedures, are GMO & gluten-free and contain no additives. To achieve the organic lab-tested label, manufacturers must test for cannabinoids (profile includes THC, CBD, acids,others) by Liquid Chromatography, which shows that their product is free of residual solvents (used in manufacture to concentrate cannabinoids), pesticides, herbicides, mold & fungus, and include a terpene profile (optional).

It is important to note that the Federal Government does not recognize many State rights granted under the constitution and this is especially true of marijuana and hemp legislature. The Feds have declared that Marijuana is an interstate trade issue and is therefore under their jurisdiction under another section of the constitution which describes interstate trade. The Federal claim,in the eyes of most states in the union, is a travesty of the law, because, legal medical marijuana commerce is clearly not an interstate thing. The individual states write and practice their legislation own legislation.

UNITED NATIONS STICKS THEIR NOSE IN YOUR BUSINESS
Sadly, the bought and paid for Fed can work the interpretation of interstate trade to include anything and everything, reasonable or not. Until recently the bully Fed has kept infringing on states rights year after year, but recently the trend is to fight back. At the Federal level, national functions, rights and laws are transferred to the ultra-corrupt United Nations, in a process that omits the input of the citizens and voters of the US. In fact, the UN rebuffed planetary marijuana legalization efforts spearheaded by Billionaire Richard Branson just this year. As far as the ethically defunct UN is concerned, the War on Drugs is definitely still on. At the end of the day, do you want the UN involved in your medical cannabis or any of your local business for that matter?
At the heart of this globalization process is Mega-Corp and the elite old families that have most of the planet's money. As a commodity that is out of Mega-Corp's hands, marijuana is still on their hit list. The foe who operated in stealth in the past, will be surely be lurking and conjuring up the next plan to sabotage the marijuana legalization movement.

AB 2679 should stop the arrest of producers who use butane, CO2 extraction technicians and other methods who are prosecuted under misapplied crystal meth lab laws. Medical cannabis manufacturers who use extractor techniques must follow stringent manufacturing and quality assurance standards to earn a legal shield, so hash makers and others who don’t follow AB 2679 face arrest and prison. These safeguards should increase patient's access to potent quality cannabis based medicines.
REDUCED COMPLICATIONS - THE MUNICIPAL GOVERNMENT WILDCARD
Local cities and counties are scrambling to create local licenses based on the new state law, or, restrict or ban certain aspects of the cannabis industry. “Across the state, locally authorized medical cannabis manufacturers continue to be targeted by municipal law enforcement. As we await full implementation of medical cannabis regulations, manufacturers cannot continue to operate in a legal grey area, under AB 2679, local governments will be given guidance and manufacturers will be protected in preparation for state licenses in 2018.” - Rep.
